ICF’s Disaster Management Division is seeking a Disaster Recovery Regulatory Compliance Officer who will support and monitor local government agencies in Puerto Rico as they manage federal grants for long-term recovery. This position is Hybrid (home/office/onsite) in Puerto Rico.
Compensation: While the range below is broader, this position will offer a base salary in the upper 70’s to low 80’s, based upon the % of candidate match to the job requirements, location, etc. Higher education degree and/or experience will not alter this range.
The Regulatory Compliance Officer will work onsite with senior ICF staff, subject matter experts, and junior staff to develop and implement policies and procedures for local recovery efforts. The Regulatory Compliance Officer is responsible for ensuring that program activities and contracts follow applicable federal, state, and local regulations. The Regulatory Compliance Officer positions must be acquainted with the PRDOH Program and Crosscutting Policy and the requirements of the Uniform Relocation Act, 2 CFR 200, Section 504, Davis-Bacon Act, Work Hours and Safety Standards Act, Copeland “Anti-Kickback” Act, Fair Housing and Equal Opportunities Standards, Section 3 requirements of the Housing and Urban Development Act of 1968, and Minority/Women-Owned Business Enterprise policies and practices. Responsibilities may also include serving as an expert on policy and regulatory issues, developing written materials, managing staff, providing training and technical assistance, and working directly with the client to provide advisory/consulting services.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$77,770.00 - $132,209.00
