Raytheon is seeking to hire a Principal Specialist, Contracts who will primarily support the International Airborne Direct Commercial Sale (DCS) Portfolio within the Global Army and Navy (GAN) portfolio within the Electro-Optical InfraRed (EO/IR) Solutions SSBU.

The successful candidate will work in a challenging, fast-paced environment.  The Principal Specialist, Contracts Role will report to the Manager, Contracts for the International Portfolio within Global Army and Navy (GAN) in EO/IR Solutions.

This position must reside within 50 miles of our McKinney, TX site location with expectation to be onsite to collaborate and support the program team.

What You Will Do:

  • Closely partner with the Program Manager, the Chief Engineer, and the functional program team members to review and understand the contractual requirements.
  • Support the preparation and submission of various proposals for new business, including spares and repairs.
  • Support contract implementation discussions to ensure compliance with internal policies/procedures and the regulatory environment, while ensuring business/financial goals are achieved.
  • Assist in managing international and internal customer relationships to ensure key customer desires are met. 
  • Identify risks, assess performance requirements scope applicability and advise management of contractual rights and obligations, and manage the contracts in the portfolio post-award. 
  • Interface with customers during the contract execution phase and must be prepared to advise the program team in carrying out the terms of the contract, offering solutions to mitigate contractual/program risks.
  • Act as a focal point of contact with the customer for all contractual matters, change management, and driving contractual issues to closure.

Qualifications You Must Have:

  • Typically requires A University Degree or equivalent experience and minimum 5 years prior relevant experience, or an Advanced Degree in a related field and minimum 3 years’ experience
  • Contract administration / management with experience in proposal cost structure, performance requirements, delivery schedules, terms and conditions or other closely related contracts experience
  • Experience with and knowledge of various U.S. Government (USG) contract types
  • U.S. Person (U.S. citizen, permanent resident, refugee or asylee) or eligible to obtain necessary export authorizations required

Qualifications We Prefer:

  • Strong knowledge of FAR, DFARS, etc. and related government regulations
  • Knowledge and experience with commercial terms and conditions
  • Experience with Foreign Military Sale (FMS)
  • Experience with proposals and contract administration of both production and development contracts
  • Experience handling a diverse portfolio of customers
  • Experience with Inter-Organizational Transfer (IOT) contracts with internal Raytheon SBUs and cross-border IOTs (Raytheon Australia, Raytheon Saudi Arabia)
  • Experience with Firm Fixed Price (FFP) contracts and payment terms
  • Demonstrated business acumen; ability to recognize risk elements in business transactions
  • Professional presence complemented by outstanding written and verbal communication skills and influencing skills
  • Team Player with strong interpersonal skills working effectively within team environment and customers to drive results
  • Flexible and capable of multi-tasking while delivering timely, high-quality products
  • Ability to prioritize based on shifting business priorities in a fluid environment
  • Focus on responsiveness with strong time management and organizational skills
  • Computer proficiency; experience in Microsoft Word, Excel, Power Point, and Adobe
  • Advanced Degrees such as JD Law Degree or MBA or relevant Contracts Certifications such as CPCM or CFCM

The salary range for this role is 77,000 USD - 163,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
