General Description And Classification Standard

This position provides senior level paralegal support to multiple attorneys that provide advice and counsel to various client departments of City of Atlanta (“City”), and review, draft and revise numerous complex procurement contracts and special strategic agreements and related documents. Candidate is expected to have a thorough knowledge of legal terminology, concepts and knowledge of legal proceedings generally and must have effective communication skills, strong writing proficiency and the ability to maintain confidentiality of information and documents. Candidate must be detail-oriented and be able to work efficiently and effectively in a fast-paced environment with multiple attorneys who work on varied legal matters for the City of Atlanta. Candidate must also be able to plan and carry out complex work assignments that may commonly require in-depth knowledge of systems and processes in the legal department.

This position is responsible for:

Reliably conducting thorough and complex research on legal issues, policy and procedural standards, providing analysis and preparing memorandum/summaries of same. Supporting strategic transaction projects, including, but not limited to, regulatory research projects, and code/policy/certificate/plan document provision updates which meet City objectives.

Preparing initial drafts of client communications and other correspondence, legal memoranda or opinions, case digests, and summaries of cases, and other documents. Cite checking legal pleadings to ensure citations are current, accurate, and “good law.”

Providing initial review or drafting of amendments, procurement contracts, memorandums of understandings, intergovernmental agreements, and other agreements for attorney review.

Preparing initial drafts and/or reviewing and revising legislation related to procurement contracts and strategic agreements, for various City departments for consideration by City Council.

Following legislative initiatives and activities and providing detailed reports and summaries as to how proposed legislative initiatives may impact the City; monitoring and providing updates on legislative procedures and cycles to staff.

Serving as liaison between attorney, client, and third parties on matters by providing updates, requesting additional information as appropriate, and responding to general inquiries.

Supporting multiple attorneys, collaborating with attorneys on the various matters handled and strategy on document review scheduling.

Attending meetings with attorneys and taking notes for files and future reference.

Attending or listening to City Council Committee meetings, as applicable to projects the legal team supports and preparing notes.

Operating the Department of Law’s document management system with proficiency.

Periodically providing guidance and training to other paralegals and legal secretaries.

Performing intellectual property and trademark research and court or other records research, as needed.

Qualifications

Minimum Qualifications:

Associates degree or certification from a paralegal program, or 10 (ten) years of demonstrated exceptional work experience in a related or similar role.

Preferred Qualifications :

Bachelor’s degree or certificate from a paralegal program and 10 (ten) years of related experience. Paralegal experience in a municipality or state government is a plus.
