The Legal Executive Group Manager (Regulatory) is a senior management-level position within the Legal Department that is responsible for managing a team and serving as a key strategic partner to senior business stakeholders and functional partners in matters of Regulations. The overall objective of this role is to set the strategy for and manage a team providing day-to-day legal advice and guidance on Regulations areas to all Citi Businesses and Functions.

This role leads a team of lawyers providing guidance, support, and legal advice on Regulations to Citi's businesses and functions and has a significant degree of responsibility and authority. This role requires solid conceptual / practical grounding in the laws and regulations for the geographies in which we operate. This role also requires significant management responsibilities, including talent management, budgeting (including headcount and financial), and strategic planning for the team. This role has authority to negotiate and make independent decisions on issues / activities that have critical impact or influence on the company.

Responsibilities:

  • Serve as a key strategic business partner providing legal assistance and support to senior stakeholders regarding regulatory issues concerning the impact of US banking laws and regulations on all of Citi’s businesses, staff groups and control functions, domestic and foreign
  • Advise on bank regulatory aspects of Citi’s acquisitions, divestitures and internal reorganizations, optimal structuring of new and existing products, transactions, and trades
  • Manage the resolution of violations of law or regulations and other major compliance issues
  • Collaborate with other functions, such as compliance, by acting as a key advisor on strategic regulatory issues and legislative matters; Collaborate with financial services regulators on issues of authorization and discipline
  • Provide regulatory advice and guidance regarding products and services; provide guidance relating to bank compliance and consumer regulatory matters
  • Manage one or more teams of senior professionals responsible for diverse, complex activities; Actively sets the functional strategy/agenda for team, or their area of responsibility and has primary accountability for the end results
  • Key stakeholder in senior forums covering strategy, risk management, governance, regulatory interactions, franchise reputation and/or highly complex or high-risk issues arising as part of job remit
  • Represent the firm both internally and externally with clients, governmental bodies, regulators, industry groups or other organizations
  • Anticipate, evaluate, and appropriately respond to developments in local and international banking regulatory, and regulations that impact relevant Citi activities in; assist the firm in evolving to meet marketplace and client needs
  • Manage and coordinate the provision of external Regulatory services, where appropriate
  • Authority to negotiate, advise, and/or make independent decisions on issues and activities that have critical impact on one or more of: company revenues, expenses, capital, risk and controls, country/cluster, or business/function operations
  • Appropriately assess Regulatory risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards

Qualifications:

  • 15+ years of relevant industry experience, including experience in an in-house legal role; 5+ years' managerial experience
  • Excellent leadership, interpersonal, organizational and relationship management skills
  • Experience in working with regulators/regulatory bodies is preferred
  • Knowledge and expertise on specific laws, rules and regulations and enforcement actions related to Regulations while staying abreast of the changing regulatory and legal environment, internal policies and industry trends that impact the business
  • Proven ability to apply sound judgement while managing complex subject matter and issues
  • Experience in managing a large, geographically diverse teams across multiple cultures
  • Comprehensive knowledge of US and international laws and practices
  • Excellent written, verbal, presentation, problem solving and analytical skills
  • Ability to handle multiple complex and confidential matters under time and pressure
  • Effective negotiation skills and ability to build and maintain effective relationships at executive levels
  • License to practice law in good standing preferred but not required
  • Financial Services Regulatory Compliance experience required

Education:

  • Juris Doctorate or equivalent law degree preferred

Ensure regulatory authority of monitoring is maintained at all times

Provide thought and initiative leadership related to Reg Change Program design
