Job Overview

The NC Department of Health and Human Services (DHHS) is actively seeking a seasoned Project Manager with PMP certification for a one-year hybrid contract position based in Raleigh, NC. This pivotal role requires a dynamic leader to collaborate with various internal and external stakeholders, project teams, and vendors to strategically implement and sustain initiatives that align with the organization's objectives. As a key figure in this role, you will engage with personnel at all levels, including executive management, to drive the enhancement of the departmental IT roadmap and goals.

Key Responsibilities

  • Collaborate closely with project sponsors and Project Portfolio Managers (PPMs) to identify and prioritize divisional initiatives.
  • Partner with staff to formulate and oversee divisional roadmaps.
  • Create Business Cases and conduct Cost-Benefit analyses for the prioritized initiatives within the program.
  • Manage the acquisition of various approvals necessary for project initiation.
  • Play an active role in drafting Statements of Work alongside business units and agency teams for program projects.
  • Supervise the onboarding of multiple vendors.
  • Establish and execute a governance model for the program.
  • Identify essential requirements from cross-functional teams and vendors.
  • Collaborate with fellow program managers to pinpoint risks and opportunities across various projects.
  • Oversee budget management and funding channels to maximize productivity.
  • Track, maintain, and present program details and status updates to senior and executive management.
  • Ensure effective communication within the program with Project Portfolio Managers and Project Managers.
  • Manage resource allocation and set expectations for the program.
  • Collaborate with the State DIT to ensure compliance with the State IT Roadmap and security requirements.
  • Present program status updates at various committee and executive meetings.

  • Proven experience managing a diverse portfolio of multiple projects at varying stages of development.

  • Experience working effectively with staff, clients, and IT personnel across all levels.
  • Proven capability in acquiring and utilizing necessary resources within defined parameters of cost, time, and quality.
  • Ability to propose and lead strategic initiatives effectively.
  • Skilled in planning and implementing systematic corrective actions to enhance quality and reduce errors.
  • Demonstrated leadership in enhancing the quality of IT projects through effective program definition, management, and measurement.
  • Capacity to build, influence, lead, and motivate teams towards achieving results.

Qualifications

  • A valid PMP or PgMP certification is highly preferred.
  • Agile (PMI-ACP) certification is also desirable.
  • Experience managing programs related to legacy system replacement projects is advantageous.
  • Prior collaboration with State and Local Government entities is a plus.
  • Experience in complex, cross-functional team environments is essential.
