This position is located in the Office of General Counsel. It is a full-time temporary position and will be employed for up to 50 months.

Under the general supervision of the General Counsel and, this temporary attorney position is responsible for assisting with drafting of orders, bulletins, regulatory guidance and manuals and monitoring compliance with the law and internal policies and procedures.

  • Assists with FOIAs and other Information Requests as needed.
  • Assists with the review and cataloging of Department policies, procedures and guidance to prevent violations of state and federal law and internal department policies and the development of an audit or compliance plan to identify weaknesses and noncompliance issues.
  • Develops a centralized and systematic process for cataloging Department policies, their promulgation, distribution and amendment and the maintenance of historical policy changes.
  • Works with business units to document procedures, identify compliance issues and provide advice and training where necessary.
  • Drafts procedures manuals and regulatory guidance; and prepares reports for the General Counsel on compliance issues as directed.
  • Keep abreast of regulatory developments and compliance best practices
  • Performs special investigations and other related duties as required.

Minimum And Additional Requirements

  • Juris doctor degree and license to practice law in South Carolina required
  • Minimum of 3-5 years of legal experience in financial services sector
  • Strong understanding of the financial services industry and insurance
  • Excellent written and verbal communication skills
  • Excellent drafting and negotiation skills
  • Outstanding organizational skills and ability to manage multiple projects.
  • Must possess excellent written and oral communication skills and strong presentation skills
  • Candidates should also be initiative-taking and able to complete projects working independently as well as in team settings
  • Strong understanding of civil procedures
  • Litigation experience and experience in conducting depositions.

Must be licensed as an attorney and admitted to the South Carolina Bar.

Preferred Qualifications

Regulatory experience in the financial services industry

Knowledge, Skills, And Abilities

Knowledge of legal principles, practices, and proceedings; state and federal laws, rules, and regulations; and agency administrative rules and regulations. Specifically, working knowledge of South Carolina administrative law, and civil evidentiary techniques and procedural requirements.

Skill in legal research, writing, and analysis; in the use of a computer and applicable software (e.g., Microsoft Suite, Westlaw, Adobe Acrobat); in using reasoning and logic; in identifying and solving complex problems; in prioritizing workloads; and in using judgment to identify courses of action.

Ability to prepare opinions and briefs, to prepare cases for trial, to conduct research, to summarize findings, to interpret and apply laws, to develop and use legal reference materials, to communicate effectively, and to provide guidance to others.
