Hybrid Role: Must be able to come on-site periodically and reside a commutable distance from the assigned work location.

Emergency Response: Yes – Must be available to perform a primary assignment in support of DTE’s emergency response to storms or other events that impact service to our customers.

Job Summary

Contacts and confers with members of the state legislature and other holders of public office to persuade them to support legislation in DTE's interests and strategic business objectives.

Key Accountabilities

  • Meets formally and informally with legislators, staff and other government officials to present DTE Energy's position concerning various public policy matters.
  • Identifies policy proposals that may influence DTE Energy operations and its strategic and business objectives; refers information to appropriate personnel for further analysis; assists in developing company positions and lobbying strategies.
  • Monitors and provides written analysis of legislation, administrative rules and legislative process.
  • Represents DTE Energy at political events, legislative hearings, business and social events, and association meetings
  • Develops network of reliable contacts and decision-influencers within and around state and federal government
  • Assists in managing all communications, including the handling of constituent inquiries, between DTE Energy and the state legislature and Executive Branch agencies.
  • Acts as conduit for information from legislative and administrative contacts regarding company policies and programs and policy proposals that may impact the company's strategic and business objectives
  • Monitors political environment and election landscape.
  • Assists in internal campaign to raise awareness of and participation in the company's political action committees.
  • Contacts individuals and groups having similar interests in order to encourage them to also contact legislators and present views.

Minimum Education & Experience Requirements

  • Bachelor's Degree in Political Science, Business, Engineering or related sciences
  • Eight (8) years of experience in state or local government relations, or legislative or high-level state legislative, or Executive Branch staff experience.

  • Strong knowledge and understanding of state legislative, regulatory, governmental and political processes and operations
  • Must possess strong networking and relationship-building skills
  • Must possess strong negotiating skills and demonstrated ability to handle adversarial situations diplomatically
  • Must possess strong writing skills and demonstrated ability to provide written analysis
  • Knowledge of technical and financial aspects of regulated electric gas utilities and non-utility/non-regulated ventures
