Position Description:  SAIC is seeking an experienced and highly adaptable individual to join its Strategic Proposal Team as a Contracts Senior Principal focused on providing proposal support.  This individual will serve as a strategic partner to key stakeholders throughout the capture and proposal process for complex, high dollar value solicitations.  This role requires extensive contracting knowledge of and experience in the federal government.    

This position will support proposal preparation within SAIC’s Civilian Business Group and requires the ability to multi-task and work several projects concurrently in a fast-paced environment. The individual shall be a confident, organized and detail-oriented team player with the ability to foster and build collaborative business relationships. 

 

Primary Duties and Responsibilities Include:  

  • Preparing compliant proposals as the Contracts and Cost Volume Book Boss, within a matrixed, cross functional team environment; acting as key contributor to color and gate reviews throughout the proposal process; serving as strategic interface to customer contacts (Contracting Officers and acquisition specialists), including lead negotiator for proposals supported; educating various internal and external partners on contracting strategies, marketplace dynamics and competitive strategies; sharing insights to elevate team thinking and communicate trade-off considerations effectively. 
  • Responsibilities also include developing relationships and strategies to mitigate business and financial risks; reviewing RFPs and guiding the Proposal Team; collaborating strategically to implement business strategies; developing negotiation positions with the capture team and participating in negotiations; and regularly interacting with internal customers and management at all levels regarding acquisition requirements and issue resolution.

 

Qualifications

Required Education & Qualifications: 

  • Bachelor’s Degree in Business Administration or a related business discipline, and minimum fifteen (15) years of experience. 4+ years of experience or the equivalent combination of education, professional training, or work experience considered in lieu of degree.
  • Minimum eight (8) years of proposal experience.
  • Strategic mindset with a focus on driving innovation and adapting to evolving business landscape.
  • Experience with developing acquisition strategies for emerging technology (e.g., AI, cloud computing, etc.) including identifying and assessing new technology opportunities, understanding market trends and client landscapes, creating comprehensive acquisition plans, and ensuring alignment with organizational goals and regulatory requirements.  The candidate should have a proven track record of successfully navigating the challenges associated with emerging technologies, such as risk management, rapid innovation cycles and evolving standards.
  • Experience with as-a-service models (e.g., Software-as-a-Service, Infrastructure-as a-Service, Platform-as-a-Service).
  • Strong grasp of methods to mitigate Organizational Conflicts of Interest
  • Extensive experience and knowledge of the federal government acquisition process, ideally with Department of Homeland Security (DHS), the Department of Health and Human Services (HHS), or the Department of Veterans Affairs (VA).
  • Excellent communication and presentation skills, with ability to influence and build relationships.
  • Strong negotiation, oral, and written communication skills
  • Ability to synthesize complex legal & contractual topics and communicate effectively with collaborators from diverse backgrounds and disciplines.
  • Ability to work independently with minimal supervision.
  • Strong organizational skill and ability to manage a fluctuating workload and multiple priorities.
  • Demonstrated reliability, high organization, structured approach, risk sensitivity, agility, and creativity
