The General Counsel, Global Government Affairs is part of the company’s Government Affairs group. Reporting to the Co-Head of Global Government Affairs, the General Counsel, Global Government Affairs serves as the chief legal counsel and senior policy advisor on state, federal and international public policy issues. Working with the company’s senior executives, the Government Affairs team, external consultants, business units and legal & compliance teams, the General Counsel is responsible for collaborating to promote and accomplish the company’s legislative and regulatory agenda. The General Counsel is responsible for responding to inquiries and provides direct advice on legislative and regulatory matters to the company’s executives, including the global General Counsel, government affairs team, business units and other senior executives.
This role operates on a hybrid schedule (3 days in office, 2 days remote). Our Washington, DC office is highly preferred. Other Chubb locations may be considered.
MAJOR DUTIES & RESPONSIBILITIES:
The General Counsel is responsible for coordinating and insuring consistency in advocacy throughout the company’s government affairs activities, including state, federal and international activities. The General Counsel represents the company before a wide range of regulators and other governmental bodies, including state departments of insurance, the NAIC, federal agencies, Congressional committees, foreign regulatory agencies and the IAIS, as appropriate.
The General Counsel coordinates the company’s submissions to governmental bodies and trade associations, including briefing papers, comment letters, testimony, public comments, and responses to a wide variety of regulatory inquiries. The NAIC and state regulators are a top priority for the General Counsel, who is the primary liaison for public policy related engagement with the NAIC, including responding to Bulletins, Circulars, Model Acts, etc. The General Counsel provides counsel on litigation and investigations involving regulatory matters, including review of amicus briefs, white papers, and other advocacy materials.
The General Counsel advises and supports executives and business units in industry activities and in meetings with government officials, including agency heads, members of Congress and foreign officials. The General Counsel participates actively in industry associations and other industry activities and advances the company’s interests through speaking engagements before industry and client groups.
The General Counsel also serves as the Assistant Treasurer to the Chubb Political Action Committee and helps provide guidance for engagement with outside counsel on PAC and political related issues.
The General Counsel will exhibit strong leadership skills both within the company and externally in setting and advancing the company’s legislative and regulatory agendas. The General Counsel is expected to have excellent verbal and written communication skills, including the ability to explain and advocate clearly, concisely and persuasively.
The General Counsel must be able to work effectively within the Chubb matrix management structure, which requires collegiality, collaboration, flexibility, the willingness to respond quickly and effectively in a fast-paced environment to a wide range of exigencies and the ability to develop consensus among a wide group of executives. The General Counsel will work cooperatively with the leaders of the company’s state, federal and international affairs groups and develop effective communications with the company’s senior executive and broader Legal & Compliance team.
The pay range for the role is $250,000-$320,000. The specific offer will depend on an applicant’s skills and other factors.
