General Summary Of Position
Granite's Government Team is a dynamic group engaged in a wide variety of projects aimed at governmental business. The Government Contracts Attorney will focus on representing and counseling entities on government contracts. The candidate will provide accurate, timely, business-oriented legal advice to all levels of company management in connection with obtaining and performing contracts and subcontracts on U.S. Government programs, as well as on state, local, and education (SLED) programs.
Duties And Responsibilities
Duties include licensing, ongoing regulatory compliance, preparation of complex external reports, supervision of outside counsel, and interaction/negotiation with regulators and other government officials.Prepare, review, draft and negotiate a variety of contracts such as letters of agreement/intent, confidentiality agreements, master service agreements, distribution agreements, consulting agreements, vendor agreements, etc. in partnership with key stakeholders.Support revision processes and negotiation of agreements with customers; work with internal and external parties (including outside counsel) to finalize agreement language and ensure final execution.Provide legal advice to internal teams on contract matters, including interpretation and enforcement, risk assessment, compliance, training and corporate policies.Analyze and review RFPs or customer terms and conditions as needed.Interpret contracts and advises Sales on contractual language.Translates complex legal terminology into understandable language.Coordinate and assist in developing policies, procedures, and systems to support and facilitate efficient contract development and analysis.Ensure contracts and supporting documentation are properly entered into monitoring databases and manage execution of contract terms (including membership/affiliation lists, amendments, insurance, renewal, etc.) with relevant stakeholders over lifecycle of contract.Collaborate with Finance to ensure appropriate discount, rebate and/or chargeback processing and operations are met to fulfill contract obligations; support internal and external audits.
Required Qualifications
Experienced in proposal development, negotiations, contract performance and dispute resolution in connection with Government.In-depth knowledge of the FAR/DFARS as well as those requirements unique to contracting with the Government.Strong knowledge of US and international voice services, including intra-country domestic voice resale, domestic and international VoIP, MPLS, and Internet transit.Ability to collaborate with internal and external stakeholders to form productive partnershipsStrong negotiation skills, including within the company and externally with customers or suppliersStrong commitment to detail, successful prioritization and time management skills; works with a sense of urgency to meet deadlinesStrong verbal and written skills and ability to communicate complex concepts clearlyStrong organizational skills, including management of projects and setting workload prioritiesExcellent interpersonal, analytical, drafting and communication skillsJuris Doctorate degree from an accredited law school with the license to practice lawMinimum 4 years’ experience drafting and negotiating contractsIn-house legal experienceActive security clearance or ability to obtain sameSome travel may be required.
Preferred Qualifications
Prior experience in the telecommunications industry, including experience with Enterprise Infrastructure Solutions (EIS), Networx, WITS3, and/or Regional Local Service Agreements (Regional LSAs)Knowledge of statues and regulations applicable to the telecommunications industryExperience with GSA Schedules Program and multi-award IDIQ contract vehicles
