Plains All American is an industry-leading transportation and midstream provider specializing in transportation, storage, processing and marketing solutions for crude oil and natural gas liquids (NGLs). We own an extensive network of pipeline transportation, terminalling, storage and gathering assets in key crude oil and NGL producing basins and transportation corridors and at major market hubs in the United States and Canada. On average, Plains handles more than 6 million barrels per day of crude oil and NGL in its Transportation segment. The company is headquartered in Houston, Texas.

 

We are looking for highly-motivated individuals who enjoy working as part of a team in a dynamic and entrepreneurial work environment.

 

Position:

 

Provide legal support for the company’s operations and compliance activities.  Provide advice and counsel on environmental permitting and compliance with air, water, and waste regulations promulgated by federal, state, and local agencies, such as:  EPA, ACE, FWS, TRRC, and TCEQ.

 

This position requires physical attendance in the office. The selected candidate will be eligible for company benefits including Medical/Dental/Vision, vacation time off, and free parking.

 

Responsibilities:

 

Environmental Permitting. Develop permitting strategy and assist internal clients in permitting projects and permit renewals. Monitor and respond to challenges to permits; advise on Environmental Justice initiatives.

 

Compliance and Enforcement of Environmental Regulations.  Work collaboratively with internal clients to identify and address regulatory concerns; prepare responses to agency inspection findings, document production requests, and FOIA requests. Provide legal support for internal clients responding to alleged regulatory violations, including participation in administrative proceedings.

 

Government Affairs. Provide legal support for internal clients and industry groups engaged in the legislative process; assess the potential impact of proposed legislation and file comments or amicus briefs to protect the company’s interests. Advocate for company interest through relevant industry groups.

 

Internal Controls.  Provide legal support for internal clients working to identify and mitigate risk through the implementation of systems, processes, and procedures. Support corporate compliance program.

 

Commercial.  Advise on environmental issues in complex commercial transactions.

 

Job Requirements:

  • Licensed to practice law

  • Minimum five years of experience (well reputed law firm or in-house)

  • Stable work history

 

Skills & Abilities:

  • Excellent academic credentials

  • Excellent communication skills with ability to succinctly distill complex legal ideas to non-legal audience

  • Detail-oriented and results-focused

  • Excellent interpersonal skills with ability to work well with executive management

  • Initiative and follow-through

  • Regulatory and midstream experience preferred

  • Cleared criminal history (background) and satisfactory reference checks

  • Compliance with the Company’s drug and alcohol policy including pre-employment D&A testing.
