Job Description:
L3Harris is actively seeking a talented Specialist, Contracts with our Modifications and Modernization (MMG) business area in Waco, Texas. This position will be responsible for a diverse business area, with defense customers from various USG Departments and Agencies, various foreign governments, as well as large and small business prime contractors.
The Contracts Specialist administers, extends, negotiates, and terminates standard and nonstandard contracts. Conducts proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications. Examines estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness. Prepares bids; processes specifications, progress, and other reports; advises management of contractual rights and obligations; compiles and analyzes data; and maintains historical information.
Essential Functions:
Preparing contractual letters, T's & C's, Reps & Certs for proposals to the U.S. Government and other DoD ContractorsProviding audit and fact-finding support for major proposalsAdministering and closing contractsCompiling information and reports Interpreting contract requirements and track contractual performance to the requirementsInterfacing directly with customers, senior management, and program teams to resolve issues, secure approvals, and ensure successful contract executionServing as the primary liaison for contractual communications between L3Harris and our customerAssist in proposing and negotiating contracts for the company’s products and services in prime and subcontracting environments.Ensuring compliance with federal procurement regulatory requirements and providing the primary customer interface on related issues.Assisting procurement personnel with significant contracting tasks, including establishing flow-down terms and conditions.Utilizes knowledge of regulations including the Federal Acquisition Regulation (FAR), FAR supplements (e.g. DFARS) and other agency regulationsInfluencing successful business outcomes to achieve business and financial objectives for orders, revenue recognition, operating income and free cash flow for new and continuing programsProviding guidance, coaching, and training to other contracts professionals and/or support level employees. May manage projects at this level with responsibility for the delegation of work and the review of others' work productPerform other duties as assignedCommunicates with contacts inside and outside own team to explain and interpret operational processes, practices, and procedures Identifies and addresses changes within own job areaWorks independently on larger, moderately complex projects or assignmentsManages intermediate projects or processes with moderate oversight
Qualifications:
Bachelor’s Degree in Business, Finance, or a related field and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience.Ability to obtain and maintain a DoD Security Clearance, which requires US citizenship.2+ years experience with reading and interpreting contracts and statements of work

Active Secret Clearance is highly preferredExperience with Commercial Contract Terms, FAR/DFARS, and TINA Proficiency in utilizing and interpreting financial models and analysesAbility to constructively challenge others and take a robust stance when required to promote or defend the company’s position
