PMW/A 170 is the Communication and Navigation Program Office, supporting both the Program Executive Office for Command, Control, Communications, Computers, and Intelligence (PEO C4I) and Naval Air Systems Command (NAVAIR). As a Program Office, PMW/A 170 manages the acquisition, fielding, integration, and support of a wide variety of communications and GPS based PNT systems throughout the Naval enterprise. The Program Office is the leading provider of global voice, video, and data information exchange capability and fleet-wide GPS-based PNT services for the United States Navy. PMW/A 170’s mission is to provide and support a range of interoperable, cost-effective Communications and Position, Navigation, and Timing (PNT) systems and services that support the Navy’s global mission. These systems are installed and operated on surface, subsurface, space, and airborne platforms deployed worldwide. Reporting to the Program Manager, the Sr. Contracts Management Specialist provides critical support to independently review, draft, and revise contracting and acquisition documentation, as well as provide support in researching pre-award and post-award contracting procedures following NAVWAR and PEO C4I policies on the PMW/A 170 Professional Support Services (PSS) contract. This position is located in San Diego, CA. Provide client-focused service in all aspects of the contracting life cycle, including pre-award acquisition planning, source selection support, and post-award contract administration (CDRL management, PMR assessment, requirements tracking). Develop and review procurement request (PR) packages, including Acquisition Plans (APs), Acquisition Strategies (AS), Statements of Work (SOWs), Performance Work Statements (PWS'), Source Selection Plans (SSPs), Justification and Approvals (J&As), Determination and Finding (D&F), and Contract Data Requirements Lists (CDRL), ensuring adequacy, consistency, and compliance with administrative, regulatory, and procedural requirements. Advise clients on alternate strategies for contracting approaches and proactively work with cross functional teams and leads on programmatic contracting needs.Bid and proposal support if requested.Other duties as assigned. Required Qualifications:An active secret clearance is required to be considered for this position.Bachelor's degree from an accredited university required.At least three (3) years of experience providing pre-award and post-award contracts management support directly to a NAVWAR or C4I program office.Must possess knowledge of DoD Acquisition frameworks, FAR, DFARs, etc.Must possess basic computer literacy and data entry skills. Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).Strong attention to detail and organizational skills.Excellent verbal and written communication skills. Demonstrated problem-solving skills. Must possess strong time management skills. Must be able to work in a fast-paced, changing, and challenging environment.Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking. The ability to lift items that may weigh up to 50 pounds. Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future. INDUS aims to provide a competitive compensation package, including a strong pay for performance rewards approach. The expected base pay range for this position is $100,000. - $140,000.
