Your Role

The Global Business Services (GBS) department is responsible for delivering strategic and category supplier sourcing, contracting and governance excellence at Blue Shield of California. The Senior Manager, Procurement Contracting role will report to the Director, Contracting. In this role you will be responsible for the management, prioritization and execution of the enterprise contracting initiatives and process including supporting the business in making effective sourcing decisions across multiple Customer Facing or Corporate Support Business Units. Acting as a trusted advisor, you will provide leadership through sourcing strategy advice and consultation to best achieve the business strategy and objectives. 

Your Work

In this role, you will:

  • Executing and delivering value through strategic, operational and transactional contracting initiatives working in partnership with the business and key stakeholders including the Law team
  • Act as a trusted advisor and provide leadership through sourcing strategy advice and consultation to best achieve the business strategy and objectives
  • Provide guidance to Business Units and seek alignment to influence spend and cost savings through supplier rationalization and driving economies of scale
  • Assist Business Unit in maintaining compliance with all BSC policies regarding contracting and purchasing
  • Lead, structure and guide business partners on complex contracts
  • Supervise a team consisting of professionals 
  • Leading, directing and reviewing the work of team members to accomplish operational plans and results within schedule and budget
  • Manage, lead and provide oversight over every phase of contract development from integrating relevant legal and compliance terms to negotiating the terms with BSC and BSC Promise suppliers and finalizing the agreement documents
  • May collaborate with a legal team or work independently to evaluate bids and draft documents
  • Assist clients to terminate and where necessary transition contracts on favorable terms for BSC and BSC Promise
  • Manage, lead and provide oversight of the Contracting team, Contracting back-office operations for BSC and BSC Promise
  • Provide strong leadership and be proficient in contracting best practices, operations and management and have strong ability to navigate tools and technology
  • Develop strategy for and execute on the day-to-day contracting support efforts
 

Qualifications

Your Knowledge and Experience

  • Requires a bachelor's degree or equivalent experience
  • Requires at least 10 years of prior relevant experience, including 5 years of management experience
  • Requires practical knowledge in leading and managing the execution of processes, projects and tactics within Sourcing/Supplier Relationship Management area
  • Requires advanced knowledge and skills including technical or Sourcing/Supplier Relationship Management expertise, business acumen, financial analysis skills, risk management, delegation skills, critical thinking and decision-making skills 
  • 7+ years of legal or paralegal experience preferred, preferably working directly with commercial contracts
  • Experience working in the Healthcare or related services industry including and not limited to Financial/Banking industry

Pay Range: The pay range for this role is $136,400.00 to $204,600.00 for California.

Note: Please note that this range represents the pay range for this and many other positions at Blue Shield that fall into this pay grade. Blue Shield salaries are based on a variety of factors, including the candidate's experience, location (California, Bay area, or outside California), and current employee salaries for similar roles.

 Office Environment - roles involving part to full time schedule in Office Environment. Due to the current public health emergency in California, Blue Shield employees are almost all working remotely. Based in our physical offices and work from home office/deskwork - Activity level: Sedentary, frequency most of work day.
