Job Overview

The North Carolina Department of Transportation (NCDOT) is actively seeking an experienced Technical Specialist for a 6-month hybrid contract assignment in Raleigh, NC. In this pivotal role, you will contribute to the Electronic Lien & Titling Project, focusing on the analysis and modification of complex legacy program modules.

Key Responsibilities

  • Conduct thorough analysis, definition, and documentation of data and business process requirements.
  • Design, document, and coordinate necessary changes to legacy program modules.
  • Prepare comprehensive documentation for program and project deliverables as assigned.
  • Assess and estimate the feasibility and compatibility of modifications with existing programs and projects.
  • Ensure quality control for all project deliverables.

Required Skills

  • A minimum of 10 years of experience as a programmer analyst in corporate or government environments.
  • At least 5 years of experience in exposing CICS and COBOL programs as web services through CICS Transaction Server (CTS) and/or CICS Transaction Gateway (CTG).
  • Demonstrated proficiency in programming techniques and languages, particularly within mainframe environments.
  • Strong understanding of programming principles, testing methodologies, debugging, implementation, and documentation.
  • Proven analytical and design capabilities.
  • Exceptional verbal and written communication skills, along with presentation abilities.
  • Excellent organizational, analytical, planning, and scheduling skills.
  • Ability to resolve complex issues effectively.
  • Familiarity with financial processes and their analysis and modification.
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint), COBOL, CICS, TSO, MVS JCL, ENDEVOR, CA Tools, SQL, DB2, and VSAM.
  • Experience with state or county government projects.
  • Knowledge of Secure Socket Layer (SSL) protocols.
  • Experience in enterprise-level application development across multiple business domains.

  • Proven experience in analysis and design within legacy systems.
