SR. LEGAL AND COMPLIANCE ANALYST, GLOBAL TRADE CONTROLS

As a Senior Legal and Compliance Analyst, Global Trade Controls you will be supporting SpaceX’s global trade compliance team on Falcon, Starship, and Dragon programs, and in particular, on export control matters. You will draft and manage ITAR and EAR export authorizations, develop and manage elements of SpaceX’s global trade compliance program, provide counsel to internal customers, and partner with NASA on export compliance matters. You will work closely with attorneys, other legal and compliance professionals, and engineers.

RESPONSIBILITIES:

  • Develop strategy for ITAR and EAR authorizations for customer and supplier relationships.
  • Draft, submit, and manage compliance with ITAR licenses and agreements and EAR license and license exceptions.  
  • Conduct technical data reviews as related to U.S. export laws.  
  • Support jurisdiction and classification exercises and determinations.
  • Support development of advisory opinions and classification requests.
  • Manage compliance procedures related to U.S. export laws and identify and implement compliance improvements.
  • Execute internal procedures related to U.S. export laws.
  • Advise, educate, and train internal stakeholders on matters related to U.S. export laws, including use of ITAR and EAR authorizations, execution of export policies and procedures, and technology controls.
  • Develop and manage technology and facility control plans.
  • Help develop, maintain, improve, and manage tools to facilitate compliance.
  • Maintain and update records and internal databases.
  • Work with NASA to implement and ensure compliance related to U.S. export laws for Dragon cargo and crew missions to the International Space Station (ISS) and the Human Landing System (HLS) program.
  • Work with the space operations and space medicine teams to ensure astronaut and research work is compliant with U.S. export laws.
  • Conduct research on U.S. federal statutes, regulations, directives, and guidance related to U.S. export laws.    

BASIC QUALIFICATIONS:

  • Bachelor’s degree.
  • 5+ years of experience as an analyst or paralegal.
  • 2+ years of experience working with U.S. export laws.  

PREFERRED SKILLS AND EXPERIENCE:

  • Experience strategizing, drafting, and managing ITAR agreements and EAR licenses and license exceptions.  
  • Experience conducting technical data reviews.
  • Experience conducting jurisdiction and classifications.
  • Experience developing and executing supply chain requirements related to the ITAR and EAR.
  • Experience collaborating with engineering, manufacturing, and operational organizations to manage compliance obligations.
  • Experience operationalizing compliance procedures and systems.

ADDITIONAL REQUIREMENTS:

  • Willingness to travel approximately once a quarter.
  • Ability to work extended hours and weekends as needed.
  • This is not a remote or hybrid position and will require relocation if not already local to the Washington, DC area.

COMPENSATION & BENEFITS:

Pay Range:
Legal and Compliance Analyst/Senior: $110,000.00 - $145,000.00/per year    

Your actual level and base salary will be determined on a case-by-case basis and may vary based on the following considerations: job-related knowledge and skills, education, and experience.

Base salary is just one part of your total rewards package at SpaceX. ITAR REQUIREMENTS:

  • To conform to U.S. Government export regulations, applicant must be a (i) U.S. citizen or national, (ii) U.S. lawful, permanent resident (aka green card holder), (iii) Refugee under 8 U.S.C. § 1157, or (iv) Asylee under 8 U.S.C. § 1158, or be eligible to obtain the required authorizations from the U.S. Department of State.
