Chief Counsel leads Travis County's Office of Child Representation. Directs operations and provides administrative oversight for attorneys and staff. Provides legal representation for clients in child protective services proceedings. Reports to the County Executive for Community Legal Services.

Distinguishing Characteristics

This is a job classification within the Management job family. This classification functions as the division head for the office responsible for providing legal representation for children in civil child protective services proceedings. Chief has management and administrative responsibilities in addition to functioning as high-level attorneys.

Duties and Responsibilities

  • Directs and provides administrative oversight for attorneys and staff within the department, including hiring, performance evaluation, disciplinary actions, and dismissals.
  • Plans, develops, implements, and reviews departmental policies and procedures and ensures activities are consistent with goals and objectives.
  • Prepares and analyzes department budget and statistical reports.
  • Screens cases for potential conflicts. Represents clients in legal proceedings, such as termination trials, contested hearings, statutory hearings, depositions, and discovery. Directs and advises department legal staff on issues of law and the disposition of cases.
  • Researches legal issues related to child welfare law.
  • Handles appellate cases or secures private counsel for appellate cases and ensures that case and trial-related information is conveyed to appellate counsel.
  • Represents the department at community and business gatherings and makes presentations and conducts seminars for groups and organizations.
  • Meets with judges regarding court administration of the CPS civil docket.
  • Performs other job-related duties as assigned.
