Departmental Analyst 12 (Contract Manager) - Passenger Transportation

Job Description

This position serves as the Contract Manager and recognized resource for Office of Passenger Transportation (OPT) authorizations, contracts, and project request forms (PRFs). This position is responsible for drafting and creating final contract language to be used for all contracts and authorizations within the unit, consulting with the OPT/Office of Rail (OOR) Contract Administrator for all OPT contracts and authorizations, drafting and reviewing commission/director/ad board agenda items, utilizing various computer systems and databases to record, track and monitor over 600 project authorizations each year, nearly 100 master agreement contracts every five years and varying amounts of non-standard contracts each year. Will monitor OPT budgets, obligations, and planned projects to ensure compliance with all policies, procedures, and regulations for all OPT budgetary programs. Completes analysis, review and approval of subcontracts; does an analysis of Catalog of Federal Domestic Assistance (CFDA) titles and ensures accuracy and compliance in each of OPTs contracts, authorizations and master agreements; represents OPT and the department at various meetings and conferences; designs and conducts training programs on contracts and authorizations and department contracting software.

Required Education And Experience

Education

Possession of a bachelor's degree in any major.

Experience

Three years of professional experience, including one year of experience equivalent to the experienced (P11) level in state service.

Alternate Education And Experience

Departmental Analyst 12

Educational level typically acquired through completion of high school and the equivalent of at least two years of full-time active-duty experience at or above the E-6 level in the uniformed services may be substituted for the education requirement.
