International Collaboration for ‘Secure by Design’ AI Signed by Multiple Countries

In a landmark move, the United States, Britain, and other countries have come together to sign an agreement aimed at making artificial intelligence (AI) ‘secure by design.’ This agreement is a significant step towards ensuring the safe and responsible development and deployment of AI technologies.

The Bletchley Declaration

On November 1, 2023, for the first time, 28 countries including the U.S., EU, and China were convened by the UK and reached a world-first agreement at Bletchley Park. This agreement, known as the Bletchley Declaration, establishes a shared understanding of the opportunities and risks posed by frontier AI.

The Bletchley Declaration on AI safety sees 28 countries from across the globe including Africa, the Middle East, and Asia, as well as the EU, agreeing to the urgent need to understand and collectively manage potential risks through a new joint global effort. This effort aims to ensure AI is developed and deployed in a safe, responsible way for the benefit of the global community.

Countries endorsing the Declaration include Brazil, France, India, Ireland, Japan, Kenya, the Kingdom of Saudi Arabia, Nigeria and the United Arab Emirates. The Declaration fulfills key summit objectives in establishing shared agreement and responsibility on the risks, opportunities and a forward process for international collaboration on frontier AI safety and research, particularly through greater scientific collaboration.

Countries agreed substantial risks may arise from potential intentional misuse or unintended issues of control of frontier AI, with particular concern caused by cybersecurity, biotechnology, and disinformation risks. The Declaration sets out agreement that there is “potential for serious, even catastrophic, harm, either deliberate or unintentional, stemming from the most significant capabilities of these AI models.” 

A Global Agreement on the Ethics of AI

In addition to the Bletchley Declaration, all the Member states of the UN Educational, Scientific and Cultural Organization (UNESCO) adopted an historic agreement that defines the common values and principles needed to ensure the healthy development of AI. This agreement aims to guide the construction of the necessary legal infrastructure to ensure the ethical development of this technology.

The text aims to highlight the advantages of AI, while reducing the risks it also entails. According to the agency, it provides a guide to ensure that digital transformations promote human rights and contribute to the achievement of the Sustainable Development Goals.

The Importance of Human Oversight

One of the key principles highlighted in both the Bletchley Declaration and the UNESCO agreement is the importance of human oversight of AI systems. This principle is crucial to ensure that AI technologies are developed and used in a manner that respects human rights and dignity. It also helps mitigate the risks of bias, discrimination, and other harmful impacts that can arise from the use of AI.

The Role of Data Governance

Data governance is another critical area addressed in these agreements. As AI technologies rely heavily on data for their operation, it is essential to have robust data governance mechanisms in place. These mechanisms should ensure the privacy and protection of data, as well as its fair and equitable use.

By establishing shared understandings and responsibilities, countries around the world are working together to ensure that AI technologies are developed and used in a manner that is safe, ethical, and beneficial for all.

As AI continues to evolve and permeate various aspects of our lives, these agreements provide a solid foundation for its responsible and beneficial use.
