POSITION TITLE: EDUCATION LAW GENERALIST WITH GRANT FOCUS (ASSISTANT LEGAL COUNSEL #37)LOCATION: SPRINGFIELD OR CHICAGOSTARTING SALARY RANGE: $85,951-$113,884 Reporting to the Director of Legal Counsel, provides general support to the Agency and program staff on a variety of topics connected to the Illinois School Code and state and federal law, including, but not limited to the Grant Accountability and Transparency Act (GATA). This position is integral to the successful management of all ISBE grant awards (federal and state). The attorney may review grants pre-award, post-award or combination of the two depending on the needs of the Agency. To ensure successful grant awards, the Attorney will be adept at learning and synthesizing information from federal and state law and regulations. This position includes providing technical support, as needed, and exercising professional judgment in providing legal assistance to the State Board of Education, State Superintendent and Chief Legal Officer, as well as agency staff regarding general education matters and grants. Duties and Responsibilities:Researches, reviews and drafts legal opinions, grant documents, legislation, administrative rules, guidance and other documents pertaining to general education matters.Assists and advises the Agency in policy deliberations and implementation.Implements and oversees grants and other funding matters.Serves as legal expert on the Grant Accountability and Transparency Act (GATA) and as agency GATA appeals officer.Participates in agency and external committees and task forces.Advises school officials and other constituents, as appropriate.Oversees relevant litigation and administrative proceedings.Performs other duties as assigned. Required Qualifications:Graduation from an accredited law school. (COPY OF TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)Licensed to practice law in Illinois. (COPY OF LICENSE REQUIRED AT TIME OF APPLICATION)At least two years of experience working as a licensed attorney or in grant management.Knowledge of grants. Preferred Qualifications:Two years of experience with GATA.Familiarity with the Illinois School Code.Demonstrated ability to work effectively or collegially in a fast-paced environment.Demonstrated ability to make decisions, be self-motivated and work independently.Demonstrated ability to handle the setup and assist with the management of large, complex grant awards.
