Serves as the bank’s CRA OfficerResearch, analyze and interpret all applicable CRA regulations and statues and implement changes to and/or enhance existing policies and procedures.Coordinate, document, and review lending, investment, and service activities.Serve as the bank’s primary contact with internal/external CRA compliance auditors, examiners, and regulators.Maintain relevant CRA reports and files, including data and documentation.Prepare, analyze, and monitor banks statistics to determine adequate loan penetration of low and moderate income households and small businesses.Maintain the CRA public file to meet the regulatory requirements.The CRA Officer will communicate ways by which management and staff can address fair lending responsibilities for the Bank’s lending practices and standards.The CRA Officer will establish and monitor a program of CRA training and education for all Bank staff.Manage CRA compliance with technical aspects of the regulations including CRA data collection, submissions, maintenance, reporting analysis and disclosure. Prepare and submit accurate CRA data annually.Develop, implement, and manage the Bank’s CRA Program, including policies and procedures, to ensure a satisfactory CRA rating. Monitor the Bank’s CRA Program and ensure compliance with its established plans, goals, and Government regulatory guidelines. Develop an appropriate CRA Statement and ensure that it is available to the public as required.Review CRA policies and procedures annually to determine that the Bank is in compliance with the requirements of the act and that the delineation of the community is stated correctly for the Bank’s service area. Submit the Bank’s CRA Policy and CRA Statement to the Board annually.Perform periodic self-assessment of the CRA program (Lending, Investment, and Service) and report to the CRA Committee and Board. Utilize external auditors as needed to review the Bank’s CRA program and performance.Assist in the coordination of the Bank’s community outreach activities and community development service events. Identify opportunities for community development projects; act as assistant liaison with external stakeholders such as community development and local advocacy organizations. Track and maintain records for CRA eligible Community Development activities and donations.Maintain a competent level of expertise and knowledge of the requirements of the various laws, regulations and rulings governing the Bank's CRA activities, staying current on regulatory updates.Maintain proper files of public comments relating to the Bank’s CRA performance.Ensure that a proper CRA notice is posted in the lobby of the Bank.
Job Qualifications/Requirements
Minimum Education Level: Associate degree; or Combination of Experience and Education can meet the job requirements.Minimum Job Experience: Minimum 5 years related experience in a large institution. Language requirements: English: Written: Advanced Verbal: Fluent Computer/software skills: Microsoft Outlook: Intermediate; Microsoft Word: Intermediate; Microsoft Excel: Intermediate; Microsoft PowerPoint: Intermediate; CRA Wiz Program: Intermediate Required: Strong knowledge of the Community Reinvestment Act and Fair Lending regulations, including HMDA and ECOA. Highly developed and proven ability to initiate and manage projects that will affect multiple departments and functions. Demonstrated leadership skills and strategic ability to formulate and drive a CRA program. Strong written and verbal communication skills to communicate effectively with diverse groups and individuals. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Preferred: N/A
The salary range for this full-time position is $120,000 - $170,000 + bonus + benefits
