Job Description
Fluor is seeking candidates for opportunities within our Program Delivery Support (PDS) team, working alongside the California High-Speed Rail Authority, to provide program delivery and program management services for one of the largest planned infrastructure projects in the U.S.
The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California’s Central Valley.
The Third Party Contract Specialist (Contract Specialist) is responsible for assisting with the delivery of third party agreements for the entire program from inception to completion under the direction of the Third Party Agreements Manager.
The primary focus of the Contract Specialist will be to timely secure necessary agreements between the Authority and utilities, municipalities, counties, state and federal agencies, railroads, and other relevant entities to enable the construction of the California High-Speed Rail System (HSR System).
Responsible for the drafting of complex agreements between the Authority and entities whose facilities conflict with the planned HSR System's alignment. Support the negotiation of complex agreements directly with stakeholders. Support State Staff and PDS Staff in the negotiation of Third Party Agreements. Support the drafting of Third Party Agreement and Real Property Branch Templates. Assist in the development of policies and procedures for Third Party Agreements. Collaboratively engage with internal stakeholders to achieve desired outcomes in a timely manner. Responsible for leading meetings, giving key stakeholder presentations, and maintaining detailed records. Responsible for maintaining internal records according to the Authority's record retention policies and Third Party Manager's directions for all assignments and internal stakeholder approvals.

Basic Job Requirements
Accredited four (4) year degree in business, law or global equivalent in applicable field of study and ten (10) years of work-related experience Juris Doctor (JD) is required 2+ years of experience in contract drafting and negotiations.
Other Job Requirements
Knowledge of and experience in negotiating agreements (specifically utility, cooperative, joint use, common use, easements, and other similar agreements). Detail-oriented with exceptional writing skills. The ability to prepare technical correspondence and complete, comprehensive reports; address an audience effectively; analyze situations accurately and adopt an effective course of action; and collaboration skills for meeting established project goals and objectives.
Preferred Qualifications
1 + years of project management experience. Knowledge of the California High-Speed Rail Authority Right-of-Way Manual, California State Contracting Manual, Caltrans Utility Relocation Manual, Design-Build Contracts, Federal Statutes, California State Statutes and Project Management Techniques. Proficiency and knowledge of computer software applications such as Microsoft Excel, Microsoft Word, Microsoft Outlook, and Microsoft Project. The ability to maintain good communication skills and working relationships with third party agencies, management, consultants, private sector contractors, subcontractors, and their associations. Strong coordination skills, given the strong matrix organization assembled for the program delivery team. Excellent communication and negotiating skills (both written and oral), and the ability to speak knowledgeably with other consultants, stakeholders, other governmental agencies and individual citizens.
Salary Range
92,500 to 162,500
Market Rate
The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
